Canada’s Special Immigration Measures for Ukraine

In response to the ongoing conflict in Ukraine, Canada has implemented special measures to facilitate the application process for both temporary and permanent residence for Ukrainian nationals. These measures aim to support those affected by the crisis and prioritize the processing of their applications.

Key Immigration Measures for Ukrainians

The Canadian government, through Immigration, Refugees and Citizenship Canada (IRCC), has introduced several initiatives:

  • New Permanent Residence Pathways: Effective October 23, 2023, new pathways for Ukrainian nationals in Canada with family ties to Canadians.
  • Priority Processing: Accelerated processing of Canada-Ukraine authorization for emergency travel applications.
  • Increased Newcomer Services: Enhanced support for Ukrainians arriving in Canada.
  • Waived Fees: Immigration and travel document fees are waived.
  • Flight Support: Assistance for flights to Canada.

Permanent Residence Pathways

Two new family sponsorship streams are available for Ukrainian nationals in Canada:

Category 1: Family Members of Canadian Citizens or Permanent Residents

  • Eligible individuals must:
    • Be a Ukrainian national.
    • Be a family member of a Canadian citizen or permanent resident (spouse, child, grandchild, parent, grandparent, sibling).
    • Be physically present in Canada when applying and when granted permanent residence.
    • Hold valid temporary resident status or have applied to restore their status if it expired less than 90 days ago.
    • Provide a valid passport or identity documents.
    • Submit a signed statutory declaration (IMM 0191) from the Canadian family member explaining their relationship.
    • Be admissible to Canada.

Category 2: Spouses or Common-Law Partners of Ukrainian Nationals

  • Eligible individuals must:
    • Be a spouse or common-law partner of a Ukrainian national.
    • Have a spouse or partner who is unable to leave Ukraine, is missing, or presumed deceased.
    • Be a family member of a Canadian citizen or permanent resident.
    • Meet the same residency and documentation requirements as in Category 1.
Who Cannot Apply?

Individuals are ineligible for these measures if they:

  • Are outside of Canada.
  • Are inadmissible to Canada (financial inadmissibility may be waived).
  • Have relationships not specified above.
Family Members Included in Applications

Eligible family members can be included in the permanent residence application:

  • Spouse or common-law partner.
  • Dependent child (under 22 years old and unmarried, or older and financially dependent due to a medical condition).
  • Grandchild (dependent child of the applicant or their spouse/partner).

Family members can be inside or outside Canada, but must be in Canada throughout the application process.

Additional Support Measures for Ukrainians

Canada has introduced several supportive measures, including:

  • A dedicated hotline for immigration inquiries related to Ukraine (613-321-4243).
  • Urgent processing of travel documents for immediate family members of Canadian citizens and permanent residents.
  • Streamlined processes for extending stays and work permits.
  • Open work permits for Ukrainian visitors, workers, and students currently in Canada.
  • Waived fees for various immigration and travel documents.
  • Settlement program services for temporary residents, including language training and labor market access.

Province and Territory-Specific Measures

Various provinces have also implemented measures to assist Ukrainian nationals:

Alberta:

  • Prioritized processing and waived application fees under the Alberta Advantage Immigration Program (AAIP).

British Columbia:

  • Launched a Welcoming Ukraine portal providing essential information in Ukrainian and Russian.

Manitoba:

  • Conducting regular Expression of Interest draws for applicants affected by the conflict.

New Brunswick:

  • Offers support services for Ukrainian newcomers.

Newfoundland and Labrador:

  • Established a Ukrainian Family Support Desk and opened an office in Poland for assistance.

Nova Scotia:

  • Partnering with the YMCA for community connections and streamlined immigration processes.

Ontario:

  • Provides various health and housing support measures, including access to schools.

Prince Edward Island:

  • Directs Ukrainians to support services and encourages registration with local immigrant services.

Quebec:

  • Allows Ukrainian nationals to sponsor extended family and speeds up application processing.

Saskatchewan:

  • Holding special draws through the Saskatchewan Immigrant Nominee Program for Ukrainian citizens.

Yukon:

  • Established a Ukrainian Family Support Office to assist with immigration pathways.
