Saskatchewan, one of the Prairie provinces in Western Canada, has an economy largely driven by agriculture and vital natural resource sectors, including forestry and fishing. It features two major cities, Saskatoon and Regina, alongside extensive areas of untouched wilderness.
The province has achieved notable success in attracting immigrants, increasing its annual intake from 3,000-4,000 newcomers to an impressive 15,000. Given that Saskatchewan’s population is just over 1 million, this growth is particularly remarkable. As a result, the province has become one of Canada’s most sought-after destinations for those looking to start anew.
The Saskatchewan Provincial Nominee Program (SINP), launched in 1998, was designed to address the province’s economic and labor market needs through immigration.
This program has proven highly effective, with seven out of ten newcomers to Saskatchewan arriving via the SINP. The employment rate for newcomers is also notable, hovering around 76%, and retention rates are impressive, with over 85% of newcomers choosing to remain in the province.
Saskatchewan is an attractive destination for immigrants, earning a reputation as an “easy PNP” due to its diverse immigration options. The program includes an enhanced sub-category known as Saskatchewan Express Entry, which falls under the International Skilled Worker Category.
The “enhanced” designation indicates that this sub-category is linked to the federal Express Entry system, which manages permanent residence applications for Canada’s primary economic immigration streams. Candidates in the Express Entry system are evaluated using the Comprehensive Ranking System (CRS), where those with the highest scores receive invitations to apply for permanent residence during periodic draws.
If a candidate receives a nomination from an enhanced provincial program, they gain an additional 600 CRS points, significantly increasing their chances of receiving an Invitation to Apply (ITA) for permanent residency. The nomination is linked to their Express Entry profile.
Most of Saskatchewan’s sub-categories are base streams, meaning they are not connected to the Express Entry system. Candidates nominated through these streams must apply directly to Immigration, Refugees and Citizenship Canada (IRCC).
If you’re considering immigrating to Saskatchewan, you have four pathways to choose from:
1. International Skilled Worker Category
This option is designed for skilled workers looking to live and work in Saskatchewan.
2. Saskatchewan Experience Category
This category targets foreign workers who are already residing in Saskatchewan, including those with current work permits and international graduates.
3. Entrepreneur and Farm Category
This pathway is intended for individuals who wish to own and actively manage a business or farm in the province.
4. International Graduate Entrepreneur Category
This option is for international students graduating from eligible post-secondary institutions in Saskatchewan who plan to start a business in the province.
The International Skilled Worker Category includes four distinct pathways:
1. Tech Talent Pathway
This sub-category targets highly skilled workers with a job offer from a Saskatchewan employer in one of 11 designated tech occupations.
2. Employment Offer
This sub-category is designed for skilled workers who possess a job offer from an employer based in Saskatchewan.
3. Occupations In Demand
This sub-category is aimed at highly skilled workers who have experience in an occupation that is in demand in Saskatchewan but do not yet have a job offer in the province.
4. Saskatchewan Express Entry
This sub-category is for candidates already in the Immigration, Refugees and Citizenship Canada (IRCC) Express Entry pool, who have skilled work experience in a high-demand occupation in Saskatchewan.

To begin, you must register your EOI on the SINP Apply Online portal and complete a form. Your responses will be used to evaluate your eligibility.
To qualify for the EOI pool, you need a minimum score of 60 out of 110 points on the EOI Points Grid. This grid assesses candidates based on five criteria: education and training, skilled work experience, language proficiency, age, and connections to the Saskatchewan labor market and adaptability.
If you are selected, you will receive an invitation to apply during an EOI draw.
Once invited, you can apply for a provincial nomination through the Saskatchewan Immigrant Nominee Program (SINP) on the same portal.
If you have a job offer and are applying through the Employment Offer sub-category, you can bypass the EOI registration and apply directly.
After your application is approved, you can then submit a permanent residence application directly to IRCC. For those applying through the Express Entry sub-category, Saskatchewan will input your nomination details into the system, granting you an additional 600 Comprehensive Ranking System (CRS) points. This boost will virtually guarantee you an invitation to apply for permanent residence in the subsequent Express Entry draw.
The Experience Category includes six distinct pathways:
1. Skilled Worker With Existing Work Permit
This sub-category is for skilled workers who have been employed in Saskatchewan for a minimum of six months and hold a valid work permit.
2. Semi-skilled Agriculture Worker with Existing Work Permit
This pathway is designed for semi-skilled workers who have worked for more than six months with a valid work permit for their employer or have previously worked in Saskatchewan for at least six months. Applicants must have a full-time permanent job offer from a Saskatchewan employer in positions such as General Farm Worker (NOC 8431) or Nursery and Greenhouse Worker (NOC 8432).
3. Health Professionals
This sub-category targets physicians, nurses, and other healthcare workers who have been employed in Saskatchewan for at least six months.
4. Hospitality Sector Project
This pathway is for food and beverage servers, food counter attendants, kitchen helpers, or housekeeping and cleaning staff in Saskatchewan who have worked in the province for a minimum of six months.
5. Long Haul Truck Driver Project
This sub-category is for individuals who have been employed with an approved trucking firm in Saskatchewan for at least six months.
6. Students
This pathway is for students who have graduated from a post-secondary institution anywhere in Canada and have worked in Saskatchewan for at least 24 months. For those who graduated from a Saskatchewan institution, only six months of work in the province is required.

First, you need to confirm your eligibility for one of the sub-categories. Once you’re prepared to apply, you can do so through the SINP Apply Online portal.
Complete your application, upload all required documents in PDF format, and submit it. After submission, you will receive an email confirming that your application has been received.
Saskatchewan will then assess your application and make a final decision. If successful, you will receive a provincial nomination, which you can use to apply for permanent residence directly with Immigration, Refugees and Citizenship Canada (IRCC).
Entrepreneur Sub-Category
This sub-category is for people who wish to invest in Saskatchewan by establishing, acquiring or partnering in a business in the province. You’re expected to take on an active management role in the business.
Farm Owners and Operators Sub-Category
This sub-category is for experienced farmers with a large capital who are looking to invest in a farming operation and settle in Saskatchewan.

How the Entrepreneur Sub-Category Works
The Entrepreneur Category involves four key steps. First, you must register your Expression of Interest with the SINP, where you will receive a point score. Those with the highest scores are selected in each draw.
If you are chosen, you will receive an invitation to submit your application directly through the SINP Apply Online system.
During the assessment of your application, you will be contacted for a final interview. Following this, you will receive a Business Performance Agreement (BPA) to review and sign. You must email the signed BPA within 20 days. Once submitted, you will receive your SINP Entrepreneur Approval letter and a Temporary Work Permit Support letter.
Next, you must apply for a temporary work permit within three months, relocate to Saskatchewan, and establish your business. You are required to attend an arrival meeting within 18 months from the date on your SINP Entrepreneur Approval letter.
It’s essential to arrive in Saskatchewan within 18 months after receiving your Temporary Work Permit Support letter.
After transferring your funds to Canada, maintaining legal status, and operating your business according to the BPA for at least six months, you can then request provincial nomination. With this nomination, you will be able to apply for permanent residence directly with IRCC.
How the Farm Owners and Operators Sub-Category Works
To start, ensure you have all necessary documents, including details about your spouse or common-law partner, dependent children, and an employee from your current farming operation.

If your application is successful, you will receive two key documents:
Nomination Approval and Request for Approval Letter
Business Performance Agreement (BPA)
The letter will detail how to make the refundable CAD $75,000 Good Faith Deposit via wire transfer, which must be received within three months.
Once the payment is confirmed and you return the signed BPA, you will receive your provincial nomination. With this nomination, you can then apply for permanent residence directly with IRCC.
Evaluating Your Net Worth
The SINP evaluates your net worth through two financial service providers:

This category is designed for international graduates from eligible post-secondary institutions in Saskatchewan who intend to start a business. Approved candidates must operate and manage their business in Saskatchewan for at least one year to qualify for a provincial nomination for permanent residence.

How It Works:
The process mirrors that of the Entrepreneur Category and consists of four steps:
1. Register Your Expression of Interest:

If selected, you will be invited to submit your application directly through the SINP Apply Online system. Additionally, you will need to submit a Business Establishment Plan (BEP) that aligns with the information provided in your EOI.
3. Business Performance Agreement:
If you pass this stage, you will need to sign a Business Performance Agreement (BPA), which will be based on the BEP you submitted.
4. Business Operation:
You must actively operate your proposed business according to the terms of the BPA, fulfilling all requirements before your PGWP expires.
After meeting the conditions outlined in the BPA, you can apply for a provincial nomination for permanent residence. With this nomination, you can then submit your application for permanent residence directly to IRCC.
