A Quebec-based employer hiring a foreign skilled worker on a Temporary Work Permit must obtain a Certificat d’Acceptation du Québec (CAQ) in addition to a Labour Market Impact Assessment (LMIA).
The CAQ confirms that the Quebec Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) agrees with Service Canada’s evaluation that hiring a foreign worker will have a neutral or positive impact on the local labour market. However, positions in Quebec that last for 30 days or less do not require this certificate.
Additionally, individuals whose jobs are LMIA-exempt do not need a CAQ to work in Quebec.
Most individuals wishing to study in Quebec must obtain a Certificat d’Acceptation du Québec (CAQ) before applying to Canadian federal immigration authorities for a Canada Study Permit. To apply for a CAQ for a study program, applicants must first secure a letter of acceptance from a Designated Learning Institution (DLI). Certain individuals may be exempt from needing a CAQ before applying for a study permit. Additionally, those exempt from requiring a study permit may also be exempt from needing a CAQ.
It’s important to note that individuals planning to pursue a study program lasting six months or less do not need a CAQ or a study permit. However, it’s essential to check whether a Temporary Resident Visa (TRV) is required to enter Canada as a visitor.
