Overview of the Nova Scotia PNP

The Nova Scotia Nominee Program (NSNP), launched in 2003, aims to address the province’s economic and labor market needs through immigration. Over the past 20 years, immigration to Nova Scotia has tripled, aided by the NSNP and the Atlantic Immigration Pilot (AIP) introduced in 2017. Currently, the province welcomes over 7,000 new immigrants annually, with a retention rate exceeding 70%. This improvement is largely due to efforts to match newcomers with job opportunities and facilitate the transition to permanent residence for international graduates and temporary workers.

Nova Scotia Immigration Streams:

Nova Scotia offers both enhanced and base streams under its Nominee Program (NSNP). Enhanced streams include the Nova Scotia Experience: Express Entry, Nova Scotia Labour Market Priorities, and Nova Scotia Labour Market Priorities for Physicians. These are aligned with the federal Express Entry system, which awards candidates points based on the Comprehensive Ranking System (CRS). A nomination from an enhanced stream grants an additional 600 CRS points, significantly increasing the chances of receiving an Invitation to Apply (ITA) for permanent residence.

Most of Nova Scotia’s immigration streams are base streams, meaning they are not linked to the Express Entry system. Candidates nominated through these streams must apply directly to Immigration, Refugees and Citizenship Canada (IRCC). Additionally, many NSNP streams have minimum language requirements based on the Canadian Language Benchmark (CLB), which assesses language ability on a scale from 1 to 12.

Nova Scotia Experience: Express Entry

Nova Scotia Labour Market Priorities for Physicians

  • Must have a valid Express Entry profile.
  • Must receive a Letter of Interest from the Nova Scotia Office of Immigration (NSOI) in your Express Entry profile.
  • Must have a job offer from the Nova Scotia Health Authority or IWK Health Centre as a general practitioner, family physician, or specialist physician (NOC 3111 or NOC 3112).
  • Must meet work experience requirements for your Express Entry program (Federal Skilled Worker, Federal Skilled Trades, or Canadian Experience Class).
  • Required supporting documents to demonstrate work experience.
  • Must commit to stay in Nova Scotia for two years by signing a Return for Service Agreement with the Nova Scotia Department of Health and Wellness.
  • Sufficient funds to settle permanently in Nova Scotia.

How It Works: Ensure eligibility for this stream and have a valid Express Entry profile. Send your Express Entry profile number to NSOI. If qualified, you’ll receive a Letter of Interest in your account and have 30 days to apply to the NSNP, submitting all required documents. If successful, you’ll receive a nomination certificate, which must be accepted within 30 days. This will grant you an extra 600 CRS points and an invitation to apply for permanent residence in the next Express Entry draw.

Skilled Worker Stream

Minimum Requirements:

  • Must be between 21 and 55 years old.
  • Must have a full-time permanent job offer from a Nova Scotia employer.
  • At least a high school education is required.
  • Must have the education, training, licensing, or certification necessary for the job.
  • Minimum of 12 months of relevant work experience in the last five years.
  • Must meet language requirements:
    • NOC 0, A, or B: CLB 5 in English or French.
    • NOC C or D: CLB 4 in English or French.
  • Intent to settle permanently in Nova Scotia.
  • Sufficient funds to settle in Nova Scotia.
  • Employer must also meet additional requirements.

If successful, you will receive your nomination certificate via email (either yours or your representative’s). Your nomination will also be sent directly to Immigration, Refugees and Citizenship Canada (IRCC).

Next, apply for permanent residence directly with IRCC within six months. You may also request a Letter of Support from the Nova Scotia Office of Immigration (NSOI) for a temporary work permit, allowing you to stay in Nova Scotia while your permanent residence application is processed.

Occupation In-Demand Stream

  • Transport truck drivers (NOC 7511)
  • Heavy equipment operators, except crane (NOC 7521)
  • Construction trades helpers and labourers (NOC 7611)

Minimum Requirements:

  • Must be between 21 and 55 years old.
  • Must have a full-time permanent job offer from a Nova Scotia employer in one of the specified occupations.
  • Minimum of one year of relevant work experience.
  • At least a high school education.
  • Must have the appropriate training or education required for the job.
  • Minimum language requirement of CLB 4.
  • Sufficient funds to settle permanently in Nova Scotia.

Minimum Requirements:

  • Must have a full-time permanent job offer from a Nova Scotia employer in one of the specified occupations.
  • Must be between 21 and 55 years old.
  • At least a high school education.
  • Completed a course of study that is at least 30 weeks long within the last three years, with at least half of the program completed in Nova Scotia.
  • Must have the required certifications for the job.
  • Minimum language requirement of CLB 5.
  • Sufficient funds to settle permanently in Nova Scotia.

If your application is approved, you will receive your nomination certificate via email (either yours or your representative’s). Your nomination will also be sent directly to Immigration, Refugees and Citizenship Canada (IRCC).

Entrepreneur Stream

Minimum Requirements:

  • Must be at least 21 years old.
  • Minimum of CAD $600,000 in net business and personal assets.
  • Accumulated net worth through legal means.
  • Minimum of three years of business ownership experience (at least one-third ownership) or more than five years in a senior business management role in the last ten years.
  • Agreement to invest a minimum of CAD $150,000 in Nova Scotia to establish or purchase a business.
  • Language requirements of CLB 5 in English or French.
  • At least a high school education.
  • Must have a Business Establishment Plan.
  • Agreement to live in Nova Scotia.

How It Works:

  1. Confirm your eligibility for the stream.

  2. Submit an Expression of Interest (EOI) to Nova Scotia through the designated webpage. You will be assigned a point score based on your answers.

  3. The highest-ranking candidates may receive an invitation to apply (ITA) from Nova Scotia.

  4. If selected, prepare and submit your application, which includes:

    • An Application Form
    • A Business Establishment Plan
    • A Net Worth Verification Report
  5. After receiving your ITA, you have:

    • 20 days to choose and notify Nova Scotia of your selected Net Worth Verifier.
    • 90 days to submit your application form, required documents, and Business Establishment Plan.
    • 180 days to submit your Net Worth Verification Report.
  6. If you meet the requirements, you may be invited for an in-person interview. Following this, you will receive a Business Performance Agreement (BPA) to review and sign.

  7. Once you submit your BPA, Nova Scotia will send you an Entrepreneur Approval Letter and instructions for applying for a work permit. This allows you to live in Nova Scotia while setting up your business.

  8. Apply for a work permit within two months of receiving your Entrepreneur Approval Letter and arrive in Nova Scotia within 12 months. You must meet with NSOI staff within 60 days of arrival.

  9. Fulfill the terms outlined in the BPA and transfer the required funds to Canada. Request a Nova Scotia nomination by completing a Nomination Request Form, providing business details, and submitting a Review Engagement and Special Purpose Report.

  10. If successful, you will receive a nomination confirmation letter, which will be sent directly to IRCC and is valid for six months.

  11. After that, you can apply for permanent residence directly with IRCC.

 

International Graduate Entrepreneur Stream

  • Processing Time: At least 3 months

Minimum Requirements:

  • Must have a full-time Nova Scotia post-secondary diploma or degree that is at least two years long.
  • Must have lived in Nova Scotia full-time during your academic program.
  • Intention to live in Nova Scotia permanently.
  • Must have owned and operated a business in Nova Scotia for at least one year before submitting your Expression of Interest (EOI).
  • Language requirement of CLB 7.
  • Must be at least 21 years old.
  • Must hold a valid Post-Graduation Work Permit.
  • Must own at least one-third of the equity in the eligible business.
  • Must have participated in the daily management of the business.
  • Must show that you are receiving compensation from the business as a salary.

How It Works:

  1. Confirm your eligibility for the stream.

  2. Submit an Expression of Interest (EOI) to Nova Scotia through the designated webpage. You will receive a point score based on your answers.

  3. The highest-ranking candidates may receive an invitation to apply (ITA) from Nova Scotia.

  4. If selected, prepare and submit your application, which includes:

    • An Application Form
    • All supporting documents
    • A Review Engagement and Special Purpose Report
  5. Choose one of the designated Financial Statement Review Service Providers to assess your financial statements and provide the required reports.

  6. After receiving your ITA, you have:

    • 20 days to choose and notify Nova Scotia of your selected Financial Statement Review Service Provider.
    • 90 days to submit your application form, required documents, and the Review Engagement and Special Purpose Report.
  7. If you meet the requirements, you may be invited for an in-person interview. If the officer is satisfied, you will be nominated for permanent residence.

  8. If successful, you will receive a letter confirming that a nomination has been issued, which will be sent directly to IRCC.

  9. After that, you can apply for permanent residence directly with IRCC, and you must do so within six months.

Physician Stream

  • Job Offer Needed? Yes

  • Processing Time: At least 3 months

Minimum Requirements:

  • Must be a general practitioner, family physician, or specialist physician (NOC 3111 or 3112).
  • Must have a signed approved opportunity with the Nova Scotia Health Authority or the IWK Health Centre.
  • Must have the education or training required for licensure in Nova Scotia.

How It Works:

  1. Confirm your eligibility for the Physician stream.
  2. Gather and prepare the required documents.
  3. Submit your application online by creating an account on Nova Scotia’s immigration website.
  4. If your application is approved, you will receive a letter from the Nova Scotia Office of Immigration (NSOI) confirming that a nomination has been issued. This proof of nomination will be sent directly to IRCC.
  5. After receiving your nomination, you can submit your permanent residence application to IRCC. You may be invited for an interview.
  6. You can also request a letter of support from Nova Scotia to apply for a temporary work permit. This letter serves as a replacement for a Labour Market Impact Assessment (LMIA) when applying for the work permit, allowing you to work in Nova Scotia while you wait for your permanent residence application to be processed.
