As a smaller province with a limited number of newcomers, it relied on the PNP to position itself as a preferred destination for skilled immigrants. The Manitoba Provincial Nominee Program (MPNP) was Canada’s first Provincial Nominee Program, becoming a permanent immigration initiative in 1998.
Launched to bolster the province’s economy by addressing its economic and labor market needs, the MPNP welcomed 418 new immigrants in its first year. Today, it nominates over 5,000 immigrants annually, significantly contributing to Manitoba’s growth. In fact, without the MPNP, the province’s GDP could be as much as 30 percent lower.
Manitoba is a popular destination for newcomers, especially for those with friends or family in the province, as this can facilitate immigration through the MPNP. Moreover, over 90 percent of provincial nominees find employment within their first year, and nearly 90 percent choose to remain in the province.
The MPNP features both base streams and enhanced streams. Enhanced streams are aligned with the federal Express Entry system, which manages permanent residence applications for the main economic immigration programs in Canada. Candidates in the Express Entry system are assigned a score based on the Comprehensive Ranking System (CRS), with the highest-ranking individuals invited to apply for permanent residence.
Receiving a nomination from an enhanced provincial program awards candidates an additional 600 CRS points, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence. These nominations are processed through the candidate’s Express Entry profile. In contrast, base streams are not linked to Express Entry, requiring candidates to apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for their nominations.

Manitoba Work Experience Pathway
This pathway is designed for individuals currently employed in Manitoba under a temporary work permit. It is open to both temporary foreign workers and international graduates from Canadian post-secondary institutions.
Employer Direct Recruitment Pathway
To be eligible for this pathway, you have to be interviewed by a representative of the MPNP and a Manitoba employer. These interviews are carried out outside of Canada. You must receive an Invitation to Apply before applying through this pathway.

How It Works:
1. Expression of Interest (EOI): Candidates must first submit an EOI by completing an online questionnaire. Responses will yield a score based on eligibility criteria.
2. Invitation to Apply: The highest-scoring candidates may receive an invitation to submit an application to the MPNP.
3. Provincial Nomination: If successful, candidates will obtain a provincial nomination from Manitoba, allowing them to apply directly to the Canadian federal government for permanent residency for themselves and their families.

How It Works:
1. Eligibility Check: First, determine your eligibility.
