As a smaller province with a limited number of newcomers, it relied on the PNP to position itself as a preferred destination for skilled immigrants. Since then, Manitoba has seen significant success in immigration, with the PNP playing a crucial role in boosting the province’s population, labor force, and economic development.

Overview of the Manitoba PNP

The Manitoba Provincial Nominee Program (MPNP) was Canada’s first Provincial Nominee Program, becoming a permanent immigration initiative in 1998.

Launched to bolster the province’s economy by addressing its economic and labor market needs, the MPNP welcomed 418 new immigrants in its first year. Today, it nominates over 5,000 immigrants annually, significantly contributing to Manitoba’s growth. In fact, without the MPNP, the province’s GDP could be as much as 30 percent lower.

Manitoba is a popular destination for newcomers, especially for those with friends or family in the province, as this can facilitate immigration through the MPNP. Moreover, over 90 percent of provincial nominees find employment within their first year, and nearly 90 percent choose to remain in the province.

The MPNP features both base streams and enhanced streams. Enhanced streams are aligned with the federal Express Entry system, which manages permanent residence applications for the main economic immigration programs in Canada. Candidates in the Express Entry system are assigned a score based on the Comprehensive Ranking System (CRS), with the highest-ranking individuals invited to apply for permanent residence.

Receiving a nomination from an enhanced provincial program awards candidates an additional 600 CRS points, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence. These nominations are processed through the candidate’s Express Entry profile. In contrast, base streams are not linked to Express Entry, requiring candidates to apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for their nominations.

Manitoba Immigration Streams:

If you’re looking to immigrate to Manitoba, you have five options to consider:

1. Skilled Worker in Manitoba Stream: This stream is designed for qualified temporary foreign workers and international graduates currently employed in Manitoba who have received a permanent, full-time job offer from a Manitoba employer.

2. Skilled Worker Overseas Stream: This stream targets skilled workers outside Canada who can demonstrate a strong connection to Manitoba. Additionally, skilled workers already in Canada may also qualify for this stream.

3. Manitoba Business Investor Stream: This stream is for individuals looking to establish a business in Manitoba.

4. International Education Stream: Aimed at international graduates from Manitoba post-secondary institutions, this stream allows them to remain in the province permanently.

5. Morden Community Driven Initiative: This initiative is tailored for welders, carpenters, cooks, plumbers, and pipefitters who want to settle in the rural town of Morden.

Skilled Worker in Manitoba Stream

The Skilled Worker in Manitoba Stream offers two distinct pathways:

Manitoba Work Experience Pathway

This pathway is designed for individuals currently employed in Manitoba under a temporary work permit. It is open to both temporary foreign workers and international graduates from Canadian post-secondary institutions.

Employer Direct Recruitment Pathway

To be eligible for this pathway, you have to be interviewed by a representative of the MPNP and a Manitoba employer. These interviews are carried out outside of Canada. You must receive an Invitation to Apply before applying through this pathway.

Minimum Requirements:

Must be a temporary foreign worker or an international student graduate.
Must hold a valid Work Permit or Post-Graduation Work Permit.
Must have a permanent, full-time job offer from their current Manitoba employer.
Must have worked for the current employer for at least six continuous months.
Must possess all necessary qualifications for the position, including any required training, education, licenses, or certifications.
Must demonstrate proficiency in English or French to meet job responsibilities.
Must have a stronger connection to Manitoba through employment than to any other province in Canada.
Must intend and be able to live, work, and establish a family life in Manitoba as a permanent resident, as outlined in a Settlement Plan.
Must have sufficient funds (CAD $10,000 for the main applicant and CAD $2,000 for each dependent).
– The employer must operate a registered commercial business that has been in operation for at least three years.
Working conditions must align with those of Canadian citizens or permanent residents.

How It Works:

1. Expression of Interest (EOI): Candidates must first submit an EOI by completing an online questionnaire. Responses will yield a score based on eligibility criteria.

2. Invitation to Apply: The highest-scoring candidates may receive an invitation to submit an application to the MPNP.

3. Provincial Nomination: If successful, candidates will obtain a provincial nomination from Manitoba, allowing them to apply directly to the Canadian federal government for permanent residency for themselves and their families.

4. Interviews: Candidates applying through the Employer Direct Recruitment Pathway will be interviewed outside Canada by both a representative of the MPNP and an eligible Manitoba employer prior to receiving an invitation to apply.

The Skilled Worker Overseas Stream includes two pathways:

Manitoba Express Entry Pathway

This pathway is designed for individuals who have an active Express Entry profile and qualify under another MPNP stream. Applicants must have experience in an occupation that is listed in Manitoba’s In-demand Occupations list and must demonstrate a strong connection to the province.

Human Capital Pathway

This pathway is for foreign skilled workers with experience in an occupation listed Manitoba’s In-demand Occupations.

Minimum Requirements:

Must achieve a score of at least 60 out of 100 on the points assessment grid.
Must have a connection to Manitoba, which can be through support from friends or family living in the province, previous work experience or education in Manitoba, or an invitation to apply from the MPNP. Additional requirements may apply based on the type of connection.
Must have at least six months of work experience in an In-Demand occupation.
Must submit a complete Career Plan.
Must be at least 18 years old.

Manitoba Business Investor Stream

If you’re looking to immigrate to Manitoba and start a business, you have two pathways to choose from:

Farm Investor Pathway

This pathway is designed for individuals with farm business experience who wish to immigrate to Manitoba to establish and operate a farm.

Entrepreneur Pathway

The Entrepreneur Pathway enables Manitoba to recruit and nominate qualified foreign business owners looking to relocate to the province. Applicants must demonstrate the intent and ability to establish or purchase a new business, or co-own an existing business within the first two years of arriving in Manitoba on a temporary work permit.

Farm Investor Pathway

How It Works:

1. Farm Research Visit: Candidates must conduct a Farm Research Visit in Manitoba within one year before starting the application process.

2. Self-Assessment and Forms: Complete the Interest Guidelines (self-assessment) and the Farm Business Concept forms, then submit them along with the Code of Conduct for Immigration Representatives, if applicable.

3. Letter of Advice to Apply (LAA): If you receive an LAA, you can submit your application for the Farm Investor Pathway. You may be invited for an interview with an MPNP representative.

4. Deposit Agreement: If approved, you will receive a Deposit Agreement to sign and must submit a deposit of CAD $75,000. Once you receive your nomination, you can apply directly to the Canadian federal government for permanent residence.

Entrepreneur Pathway

How It Works:

1. Eligibility Check: First, determine your eligibility.

2. Business Research: Research your business concept, explore Manitoba, and prepare the Business Concept Form.

3. Expression of Interest (EOI): Submit an EOI along with your Business Concept Form, Self-Assessment Form, and the Code of Conduct for Immigration Representatives, if needed.

4. Official LAA: If you meet the minimum criteria and your Business Concept is approved, you will receive an official Letter of Advice to Apply (LAA).

5. Complete Application: Submit a complete application to the MPNP. An in-person interview may be required.

6. Business Performance Agreement (BPA): If your application is successful, you will sign a BPA, which is a contractual agreement with the MPNP.

7. Operate Your Business: After arriving in Manitoba, you must operate your business and provide regular performance updates.

8. Provincial Nomination: Once you meet the terms of the BPA, you will receive a provincial nomination for permanent residence, allowing you to apply directly to the Canadian federal government for permanent residency for you and your family.

  • Must intend to establish the farming business in rural Manitoba

  • Must meet the minimum language requirement of CLB 5;
  • Must have a minimum of a Canadian high school certificate equivalent;
  • Must make a minimum investment of CAD $250,000 if the business is in the Manitoba Capital Region (Winnipeg area), or a minimum investment of CAD $150,000 if the business is outside the Manitoba Capital Region;
  • The business must create at least one job for a Canadian citizen or a permanent resident in Manitoba;
  • Must submit a business plan;
  • Must conduct a Business Research Visit no more than one year before submitting an EOI;
  • Must sign a Business Performance Agreement after the application is approved;
  • Must have a net worth of at least CAD $500,000.

International Education Stream

The International Education Stream (IES) is aimed at international graduates from Manitoba educational institutions, offering them quicker routes to permanent residence in the province. The IES includes three distinct pathways:

Morden Community-Driven Immigration Initiative

Morden, Manitoba, located 112 km southwest of Winnipeg, is actively seeking new immigrants to fill specific occupations that align with the town’s labor market needs. Successful applicants under this initiative will gain permanent residency in Canada.

Eligibility Requirements:

  1. Age:

    • Candidates must meet the age criteria set by the program.
  2. Education:
