Overview

The new IMP+ work permit, known as the Programme de mobilité internationale plus (PMI+) in French, has been launched to reduce the waiting time for applicants and their families to settle and work in Canada.

Typically, foreign skilled workers selected by Quebec must wait for their permanent residence application to be approved by Immigration, Refugees and Citizenship Canada before they can move to live and work in Quebec.

With the IMP+ work permit, certain applicants selected by Quebec—those who have received a Quebec Selection Certificate (CSQ) but currently reside abroad—can relocate to the province and begin working and settling in while their permanent residence application is in progress, rather than waiting for federal approval.

If approved under the IMP+, applicants will receive a three-year open work permit, allowing them to work for almost any employer in Quebec. However, since the work permit is province-specific, they will not be permitted to work in other Canadian provinces. Family members accompanying the applicants will also be eligible for a work permit or study permit.

In 2022, the IMP+ was limited to 14,700 applications, considering that some individuals with CSQs in recent years may be eligible. Starting in 2023, the annual intake cap will be set at 7,350 applications per year.

Eligibility Criteria

The IMP+ is now open for applications! To qualify for a province-restricted open work permit through the IMP+, foreign nationals must:

Reside outside Quebec at the time of application.
Hold a Quebec Selection Certificate (CSQ) indicating selection for permanent residence through the Regular Skilled Worker Program or the permanent immigration pilot program for workers in artificial intelligence, information technologies, and visual effects sectors.
Have received an IMP+ letter of invitation from Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI).
Submit a complete work permit application, including the required fees.

How to Apply

Application Steps for IMP+ Work Permit

Step 1: Most applicants must submit their application online. Make sure you have a scanner or camera to create electronic copies of your documents, as well as a credit card to pay the fees.

Step 2: Pay the necessary processing fees, which may include:
Work permit fee
Fee for open work permit holders
Biometric data collection fee, if applicable
Restoration of status fee, if applicable

Step 3: Create an online account or log in to your existing account to start your work permit application.

Step 4: Answer a series of questions to obtain a list of required documents.

Step 5: Complete the application form.

Step 6: Upload the finished application form along with the required documents to your application.
