Since 1967, the Federal Skilled Worker Program (FSWP) has been Canada’s primary avenue for attracting global talent. As the world's first objective immigration program, the FSWP evaluates candidates through a points-based system, assessing factors such as age, education, language skills, and work experience.

Launched in 1967, the FSWP replaced a subjective selection process with a standardized points system. This approach allows Canada to assess all candidates fairly based on measurable criteria.

Today, the FSWP operates within the Express Entry system, which aims to welcome over 110,000 immigrants by 2024. Most successful Express Entry candidates are FSWP immigrants, who tend to have rewarding careers in Canada. The FSWP also offers a streamlined pathway to permanent residence, often within six months, compared to other skilled worker programs.

How the Immigration Process Works with the FSWP
  1. Check Eligibility: Use CanadaVisa’s free eligibility tool to see if you qualify under the FSWP criteria.

  2. Submit Your Profile: Create and submit your Express Entry profile on the IRCC website.

  3. Receive an ITA: Wait for an Invitation to Apply (ITA) during the bi-weekly Express Entry draws.

  4. Submit Permanent Residence Application: If you receive an ITA, complete your permanent residence application to IRCC.

Eligibility Criteria

To qualify for the FSWP, candidates must meet minimum requirements in several areas:

  • Work Experience: At least one year of continuous full-time work (or equivalent) in a skilled occupation (NOC TEER 0, 1, 2, or 3) within the last 10 years.

  • Language Ability: A validated language ability of at least Canadian Language Benchmark (CLB) 7 in English or French across all skills (reading, writing, listening, speaking).

  • Education: A Canadian educational credential or a foreign credential with an Educational Credential Assessment (ECA) report.

  • Points Requirement: Achieve a minimum of 67 points out of 100 on the FSWP grid, which considers age, education, work experience, arranged employment, language skills, and adaptability.

  • Settlement Funds: Meet the required funds criteria to demonstrate financial stability upon arriving in Canada.

Once eligible, you can enter the Express Entry pool, where profiles are ranked based on the Comprehensive Ranking System (CRS). You may also qualify for category-based Express Entry draws, enhancing your chances of receiving an ITA.
