Canada's List of Designated Learning Institutions (DLIs)
In most cases, prospective international students who wish to study at a Canadian post-secondary institution need to provide a letter of acceptance from a Designated Learning Institution (DLI) when applying for a Canadian study permit or becoming eligible for a PGWP.
Overview
A Designated Learning Institution (DLI) is an educational institution in Canada authorized to admit international students. To obtain a Canadian study permit, you need a letter of acceptance from a DLI. Choosing the right institution and program is crucial if you plan to stay in Canada after your studies and apply for a Post-Graduation Work Permit (PGWP), as only certain DLIs qualify you for this opportunity.
When applying, you must provide the DLI number for your chosen school. This number starts with the letter “O” on the study permit application form.
DLI Exemptions
In certain cases, students may not need to provide a letter from a DLI or a DLI number in their application. These situations include:
Students at primary or secondary institutions: These schools are automatically designated, so no DLI number is required.
Family members of foreign nationals: If a family member’s application for a work or study permit is approved before entering Canada, they may be eligible for an open study permit.
Certain institutions in Quebec: Some schools designated by the provincial government do not have a unique DLI number.
If DLI Status is Lost
Institutions may sometimes lose their designated status, which can impact international students. Here’s how it works:
1. If an application is submitted with a letter of acceptance from a non-DLI: The study permit application will be refused.
2. If an application is submitted with a letter from a DLI but the institution loses its status before the permit is issued: The student has three options:
Withdraw the application.
Submit a letter of acceptance from a different DLI.
Do nothing, resulting in the application being processed with the current information, leading to a refusal.
3. If a study permit is granted for a DLI and the institution loses its status afterward: The student has two options:
Transfer to another DLI.
Continue studying at the non-designated institution until the study permit expires, but the permit cannot be renewed for the non-designated institution.
